　その根底に、中世も近代も持ちえなかった民族の“悲劇”があります。「近くて遠い国」の住人の特殊性と品性を地理的・歴史的に解説し、日本はどう対処すべきかを明らかにしたのが本書です。

　日韓歴史共同研究で韓国の歴史学者たちと激しくやり合った経験を持つ著者・古田博司筑波大教授は、朝鮮半島の歴史を研究し続けた結果、北も南も李朝の時代からまったく変わっていないことに気づきました。古代から現代にそのまま移行した彼らには「法治」がない。平気でウソをつく、誰もが卑劣なので「卑劣」の意味がわからない。それが悪徳とは思いもよらないのだと断じます。

　北朝鮮には崩壊への「恐怖」があり、韓国には日本への「憎悪」がある。すべて自分たちのせいなのに、反省しない。日本人とは正反対のその民族性を理解することが日韓・日朝関係の大前提と説く著者は、「助けず、教えず、関わらず」の非韓三原則を提唱。さらに、歴史上繰り返されてきた民族の行動パターンから、「北も南もいずれ崩壊して半島から逃げ出す」と予言します。難民が日本列島に押し寄せる日は近いかもしれません。

　일한 역사 공동 연구로 한국의 역사학자들과 서로 격렬하게 한 경험을 가지는 저자·후루타 히로시 츠쿠바대 교수는, 한반도의 역사를 계속 연구한 결과, 북쪽이나 남쪽도 이조의 시대부터 완전히 변함없는 것에 눈치챘습니다.고대부터 현대에 그대로 이행 한 그들에게는 「법치」가 없다.아무렇지도 않게 거짓말을 한다, 누구나가 비열해서 「비열」의 의미를 모른다.그것이 악덕과는 생각할 수도 없는 것이라고 판단합니다.

　북한에는 붕괴에의 「공포」가 있어, 한국에는 일본에의 「증오」가 있다.모두 스스로의 탓인데, 반성하지 않는다.일본인과는 정반대의 그 민족성을 이해하는 것이 일한·일·북 관계의 대전제라고 말하는 저자는, 「돕지 않고, 가르치지 않고, 관련되지 않고」의 비한삼원칙을 제창.게다가 역사상 반복해져 온 민족의 행동 패턴으로부터, 「북쪽이나 남쪽도 머지않아 붕괴하고 반도에서 도망간다」라고 예언합니다.난민이 일본 열도에 밀려 드는 날은 가까울지도 모릅니다.
