UN to Accuse Seoul of Violating N.Korea Sanctions

A UN panel will likely point out that Seoul violated international sanctions by delivering refined oil products to an inter-Korean liaison office in North Korea without notifying the Security Council, Kyodo News reported Thursday.
The Panel of Experts is expected to submit a draft report to the UN Security Council Sanctions Committee on North Korea in early February.
When the National Assembly and Korean media took issue with an unauthorized delivery of diesel fuel to the liaison office in the border town of Kaesong, the Unification Ministry denied it was subject to sanctions. It said the fuel was intended for South Korean personnel and provided no economic benefit to the North.
