新型コロナウイルスによる肺炎の感染拡大を受け、関西国際空港の検疫検査場では、サーモグラフィーで入国者の体温を確認していた＝１月２３日午前（須谷友郁撮影）政府は５日、肺炎を引き起こす新型コロナウイルスの感染を防ぐ水際対策として、中国と韓国に所在する日本大使館で発行した査証（ビザ）の効力を停止する方針を固めた。香港・マカオ・韓国はビザなし入国の特例も停止する。
中国と韓国には、観光客の来日を自粛するよう要請する。これにより、事実上中国人と韓国人の入国を制限することになる。
韓国に対しては、滞在歴のある外国人の入国を拒否する地域を大幅に拡大する。具体的には、慶尚北道慶山市、安東市、永川市、漆谷郡、義城郡、星州郡、軍威郡が新たに対象となる。これまでは、大邱と慶尚北道の一部が入国制限の対象だった。
イランも新たに入国の制限対象とし、コム州、テヘラン州、ギーラーン州を対象地域にあげた。
５日夕の国家安全保障会議（ＮＳＣ）の会合で確認する。
中国と韓国からの入国者は、検疫法に基づく「停留」措置を取り、政府指定の施設などで２週間隔離したうえで、入国許可を出す。
また、中国と韓国からの航空便の到着空港を成田空港と関西空港に限定する。船舶は、中国と韓国からの旅客運送を停止するよう要請する。
