1953年12月4日 駐韓米大使館から韓国外交部宛書簡
SF条約発効から8ヵ月後、アメリカから韓国へ当てた書簡。
「合衆国政府の、この島の地位に対する理解は、ワシントンの韓国大使にあてたディーン・ラスク国務次官補の1951年8月 10日付け通牒において述べられています。」
The United States Government’s understanding of the territorial status of this island was stated in Assistant Secretary of State Dean Rusk’s note to the Korean Ambassador in Washington dated August 10,1951.
つまり、条約発効後にも
「竹島の領土権に対するアメリカの立場は過去にラスク書簡で言ったとおりである。」
というラスク書簡の正当性を、アメリカ政府の立場として通告されているのである。

「합중국 정부의, 이 섬의 지위에 대한 이해는,워싱턴의 한국 대사에 댄딘·러스크 국무 차관보의 1951년 8월 10 날짜 통첩에 대해서 진술되고 있습니다.」

즉, 조약발효 후에도
「타케시마의 영토권에 대한미국의 입장은 과거에 러스크 서간으로 말했던 대로이다.」
그렇다고 하는 러스크 서간의 정당성을, 미국 정부의 입장으로서 통고되고 있는 것이다.
