The government hopes to avoid an escalation of political polemics over its planned purchase of the Senkaku Islands in Okinawa Prefecture, although the move has already triggered sharp denunciations from China and Taiwan.


센카쿠 열도를 구매하겠다는 일본지사의 계획이 중국 및 대만의 반발을 불러일으키는 가운데, 일본 정부는 이 문제가 정치적 문제로 확대되지 않기를 바라고 있다.

As the Senkakus are an integral part of Japanese territory, the government must avoid causing misunderstanding at home and abroad that there is a territorial dispute over the islands.


센카쿠는 일본의 영토가 확실하기 때문에, 정부는 반드시 이 문제가 나라 안팎으로 영토분쟁이라는 오해를 심어주지 않도록 해야한다.

If it fails to do this, it could harm national interests.


만약 그것이 실패한다면, 그건 국익에 상당한 해가 될 것이다.

"The purchase of the Senkaku Islands concerns transferring ownership of domestic land. It i not a diplomatic matter," a senior official at the Foreign Ministry said Saturday.


"센카쿠를 구매하는 것은 국내 토지의 소유권 양도에 관한 문제이지, 외교적인 문제가 아닙니다" 외교부의 고위층은 말했다.

The government will continue to explain its position to China and Taiwan if they persist in claiming sovereignty over the islands.

While the International Court of Justice in The Hague deals with territorial and other disputes between countries, Japan is not considering filing a complaint with the U.N. body, according to sources.

"If the government approaches the World Court [to resolve the issue], it would give the impression that Japan acknowledges the existence of a territorial dispute over the islands. This is China"s intention," a government source said.


"만약 일본정부가 국제 재판소에 접촉한다면 그것은 일본이 영유권 분쟁을 인지하고 있다는 인상을 주게됩니다. 그것이 바로 중국의 의도입니다" 정부 소식통은 말했다.

A dispute can only be brought before the World Court if the countries involved in the dispute agree to settle it there. Even if China files a complaint with the World Court, Japan would not respond to such a move, according to the sources.


분쟁이 국제재판소에서 다뤄지려면 사전에 양국간의 협의가 필요하다. 일본 정부의 소식통은 만약 중국이 국제재판소에 공식 항의서를 제출하더라도 일본 측은 그것에 대응하지 않을 것이라고 말했다. 

The Sunrise Party of Japan, which is close to Tokyo Gov. Shintaro Ishihara, has called for Self-Defense Forces personnel to be deployed on the islands.


최근 도쿄 도지사 이시하라 신타로와 가까운 일본 극우정당은 일본 정부측에 센카쿠에 자위대를 파병할 것을 촉구했다.

However, the government is reluctant to do this.


그러나 일본 정부는 이것을 꺼리고 있다.

"If the government sends the SDF to the islands, China also will dispatch its military. This would put Japan at the center of a territorial dispute," a senior Defense Ministry official said.


"만약 정부가 자위대를 센카쿠로 보낸다면 중국 또한 군사를 파견할 것입니다. 이것은 일본을 영토 분쟁의 중심으로 몰아넣을 수 있습니다" 자위대 고관은 말했다.

The government hopes to discourage China from escalating its activities in waters around the Senkakus by beefing up surveillance by the Japan Coast Guard, conducting joint exercises with the United States near the islands, and through other measures.


일본정부는 해안 경비대의 감시를 강화하거나 미국측과의 공동 훈련을 통해서 중국이 센카쿠 주변 해역에서 활동을 강화하지 못하도록 하고자 한다.
