第55条 占領国は、敵国に属しかつ、占領地に在る公共建物、不動産、森林及び農場については、
其の管理者及び、用益権者たるに過ぎない者と考慮し、右財産の基本を保護し、且、用益権の法則に
依りてこれを管理する事。
用益権：他人の所有物をその本体を変えないで
一定期間使用・収益する物権。
管理人：他人の財産を管理する人

SF条約の草案では無い。
SF条約の草案はアメリカ本国の国務省で作成されました。
東京のGHQには領土決定の権限は無い。
